The ornamental design for a paper towel holder, as shown and described.

The sole FIGURE is a front and side perspective view of a paper towel holder showing my new design, the rear and opposite side are identical to the sides shown. The undisclosed bottom is plain and unornamented except for the inclusion of four feet.
