The ornamental design for a tub scrubbing device, as shown and described.

FIG. 1 is a top perspective view of a tub scrubbing device, showing my new design;

FIG. 2 is a side elevational view, the opposite side being a mirror image thereof;

FIG. 3 is a bottom perspective view thereof.

The handle has been shown fragmentarily in all views for ease of illustration and to indicate indeterminate length.
