The ornamental design for a combined adaptor and handle for cleaning and painting tools, as shown and described.

FIG. 1 is a side elevational view of a combined adaptor and handle for cleaning and painting tools showing my new design, the opposite side being a mirror image; and,

FIG. 2 is a front end elevational view thereof.

The handle is shown broken away to indicate indeterminate length.

The undisclosed sides are unornamented and follow the contour shown in FIG. 1 and the undisclosed rear end is open.
