The ornamental design for an id decal, as shown and described.

FIG. 1 is a front elevational view of the ID decal with the letters "JA" and a Jamaican flag housed within the ring. The flag being shaded to indicate colors.

The rear surface is plain and unornamented. The claimed design is of no substantial thickness.
