The ornamental design for a rotating batting tee, as shown and described.

FIG. 1 is a perspective view of a rotating batting tee showing my new design, the vertical ball support being rotatably connected to the home plate and rotatable about a vertical axis extending through the connection location;

FIG. 2 is a front view thereof;

FIG. 3 is a rear view thereof;

FIG. 4 is a right-side view thereof;

FIG. 5 is a left-side view thereof;

FIG. 6 is a top view thereof; and,

FIG. 7 is a bottom view thereof.

For ease of illustration due to the flexible structure of the tether, the positioning of the tether and ball varies slightly throughout the figures.
