The design of a toilet seat and toilet seat cover lifter, as shown and as described.

FIG. 2 is a top plan view thereof;

FIG. 3 is an enlarged top plan view of the toilet seat and toilet seat cover lifter; and,

FIG. 4 is an enlarged side elevational view, the opposite side being a mirror image thereof.
