The ornamental design for an electric cart PV panel solar cell layout, as shown and described.

The electric cart PV panel solar cell layout is the ornamental arrangement of solar electric cells used as part of a photoelectric panel mounted to the roof of an electric vehicle, in particular electric golf carts.

FIG. 1 is a top plan view of an electric cart PV panel solar cell layout showing my new design, the peripheral portion of an electric cart roof to which the electric cart PV panel solar cell layout is mounted being shown in dashed lines for environmental purposes only;

FIG. 2 is a right side elevational view thereof, the left side elevational view being identical; and,

FIG. 3 is a rear elevational view thereof, the front elevational view being identical.
