The ornamental design for a paper products dispenser, as shown and described.

The sole FIGURE is a top, front and side perspective view of a paper products dispenser showing my new design.

The side view thereof from the side opposite that shown in figure 6 is the mirror image thereof.

The rear thereof is flat and plain and unornamented and its appearance is not claimed.

The underside thereof is hidden in use and its appearance is not claimed.

The dashed lines visible through the dispensing opening signify paper products inside the dispenser. Neither the appearance of the paper products nor the appearance of the dispenser interior is claimed.
