I claim the ornamental design for a plant watering and supporting device, as shown and described.

FIG. 1 is a top perspective view of the plant watering and supporting device according to the new design with the lid unattached.

FIG. 2 is a top view of the combined plant support and waterer according to the new design.

FIG. 3 is a side view of the combined plant support and waterer according to the new design.
