FIG. 1 is a perspective view of a party hat in accordance with my new design;

FIG. 2 is a front elevational view of the party hat of FIG. 1 shown in a flat condition, the opposite side being a mirror image of the front view;

FIG. 3 is a top plan view of FIG. 2;

FIG. 4 is a bottom plan view thereof;

FIG. 5 is an end view thereof; and,

FIG. 6 is an end view of the opposite end thereof.

The portions of the party hat shown in broken lines in FIGS. 1 and 2 form no part of the claimed design.
