I claim the ornamental design for a whistle head dress, as shown and described.

The stippling shown in the drawings represents the texture of the material and forms a part of the claimed design. The shape shown in broken lines in FIG. 8 is a cut-away intended to show the claimed inside structure, but the claimed design is understood to have a solid surface in this portion of the exterior, as is shown in the other views. The cut-away itself is environmental matter, and forms no part of the claimed design.
