I claim the ornamental design for a vehicle wheel cover, as shown and described.

FIG. 1 shows the front view of a vehicle wheel cover showing my design.

FIG. 2 is a side view of the embodiment shown in FIG. 1. Views of other sides being substantially identical to this view; and,

FIG. 3 shows the back view of FIG. 1.

The large dashed broken lines shown in the drawings depict unclaimed portions of the vehicle wheel cover and form no part of the claimed design. The smaller dashed lines represent stitching across the surface on which it is applied.
