I claim the ornamental design for a vehicle wheel cover, as shown and described.

FIG. 1 shows the front view of a vehicle wheel cover showing my new design.

FIG. 2 is side perspective view of the wheel cover shown in FIG. 1. Views of other sides being substantially identical to this view; and,

FIG. 3 shows the back view thereof.

The large dashed broken lines shown in the drawings depict unclaimed portions of the vehicle wheel cover and form no part of the claimed design. The smaller dashed lines represent stitching across the surface on which it is applied.
