The ornamental design for a fabric abrading hand tool, as shown and described.

FIG. 1 is a perspective view of a fabric abrading hand tool showing my new design in a closed configuration, the right side being a mirror image thereof;

A fabric abrading hand tool is disclosed. The bottom is flat and circular. The body is cylindrical and therefore the sides are mirror images of one another.
