I claim the ornamental design for a chair base cover, as shown and described.

FIG. 1 is a right side perspective view of a portion a chair base cover.

FIG. 2 is a side view of the left side of the dental chair base of FIG. 1, the right side of the chair base cover being a mirror image thereof; and,

FIG. 3 is a front view of the chair base cover of FIG. 1.

The broken lines shown herein are for illustrating portions of the chair base cover and environment only and form no part of the claimed design. The rear and bottom of the portion of the chair base cover form no part of the claimed design.
