What is claimed is the ornamental design for a paper construction toy, as shown and described.

FIG. 1 is an exploded perspective view of a paper construction toy, showing the new design;

FIG. 2 is a top plan view thereof, the bottom plan view being a mirror image thereof; and,

FIG. 3 is a front elevational view thereof, the rear elevational view, left-side elevational view, and right-side elevational view all being a mirror image thereof.

The broken lines showing additional toys and a paperboard tube in FIG. 1 are included for the purpose of illustrating the invention in use, and form no part of the claimed design.
