I claim the ornamental design for a dog collar attachment device, as shown and described.

FIG. 1 is a perspective view of a dog collar attachment device showing the new design.

Neither the stitch lines on the collar attachment device, nor the broken line showing of a canine in FIG. 8, are claimed.
