The ornamental design for a lamp with a rotating shade, as shown and described.

FIG. 1 is a top perspective view of a lamp with a rotating shade, according to my new design.

FIG. 2 is a side view thereof.

FIG. 3 is a top view thereof; and,

FIG. 4 is a bottom view thereof.

This design is directed to a lamp with a rotating shade. The broken line showing of parts of the drawings is included for the purpose of illustrating use and environment and forms no part of the claimed design. The lamp of FIGS. 1 and 2 is shown in the views with portions broken away to indicate indeterminate length; the precise length of the upper and lower portions of the lamp is not claimed.
