I claim the ornamental design for a smoking tip device, as shown and described.

FIG. 1 is a top, front isometric view of a smoking tip device.

FIG. 2 is a front elevation view of the smoking tip device of FIG. 1.

FIG. 3 is a rear elevation view of the smoking tip device of FIG. 1.

FIG. 4 is a right side elevation view of the smoking tip device of FIG. 1. The left side elevation view of the smoking tip device is a mirror image of the right side elevation view; and,

FIG. 5 is a top plan view of the smoking tip device of FIG. 1. The bottom plan view of the smoking tip device is a mirror image of the top plan view.
