The ornamental design for a boat strip light and housing, as shown and described.

FIG. 1 is a perspective view of my new design for the boat strip light and housing with the screw holes at each end of the housing.

FIG. 2 is a top view of my new design for a boat strip light and housing of FIG. 1.

FIG. 3 is an end view of my new design for a boat strip light and housing of FIG. 1, showing a gasket and screws in broken lines that are not part of the claimed design, but helpful to disclose the environment in which the design may be used.
