I claim the ornamental design for a T-handle and housing assembly, substantially as shown and described.

FIG. 1 is a front perspective view of a T-handle and housing assembly according to the present invention, with the T-handle in a storage position.

FIG. 2 is a front elevation view of the T-handle and housing assembly shown in FIG. 1.

FIG. 3 is a side elevation view of the T-handle and housing assembly shown in FIG. 1.

FIG. 4 is a front perspective view of a second embodiment of a T-handle and housing assembly, according to the present invention, with the T-handle in a storage position.

FIG. 5 is a front elevation view of the T-handle and housing assembly shown in FIG. 4; and,

FIG. 6 is a side elevation view of the T-handle and housing assembly shown in FIG. 4.
