The ornamental design for a portable expanding filecase, as shown and described.
FIG. 1 is a front perspective view of the portable expanding file case
showing my new design;

The design of the portable expanding file case is characterized by a handle
and closing catch and concertina side walls capable of expansion and
contraction. A metal reinforcing strip is provided on the closing flap of
the case.
